Who Am I? (think i've used this title before)

Joshua 11:20 For it was the LORD himself who hardened their hearts to wage war against Israel, so that he might destroy them totally, exterminating them without mercy, as the LORD had commanded Moses.
Then the land had rest from war.
I have struggled in the past with passages like this, and the ones where God hardened Pharaoh’s heart. As I am reading through Joshua, it just doesn’t make any sense that these kings continued to attack the Israelites. Joshua and his armies we annihilating armies, kings and entire cities and villages. It only makes sense if God is at the helm doing what it takes to uphold a promise, deliver on a prophecy, and ultimately bringing glory to himself.
Romans 9:20-22But who are you, O man, to talk back to God? "Shall what is formed say to him who formed it, 'Why did you make me like this?' “Does not the potter have the right to make out of the same lump of clay some pottery for noble purposes and some for common use?What if God, choosing to show his wrath and make his power known, bore with great patience the objects of his wrath—prepared for destruction?
2 Timothy 2:20-21 In a large house there are articles not only of gold and silver, but also of wood and clay; some are for noble purposes and some for ignoble. If a man cleanses himself from the latter, he will be an instrument for noble purposes, made holy, useful to the Master and prepared to do any good work.
